Fort Myers, Florida, seemingly did everything right to redevelop its historic downtown -- tax incentives, preservation tax credits. The city even hired a New Urbanist planner to develop a master plan for the city's core and its riverfront.

But for whatever reason, it doesn't seem to be working. As this article muses, "What if you rebuild it and they still don't come?"
