Last week, Robert J. Healey Jr., announced his candidacy for lieutenant governor of Rhode Island. But Healey wasn't exactly in the state at the time.

He was on a beach. In a different time zone. On a different continent.

Healey announced from his home in Uruguay to highlight his platform: Rhode Island doesn't need a lieutenant governor. If elected, he promises to accept no salary and hire no staff.

Healey, who's running on the ticket of a party he created, the Cool Moose Party, pulled a similar shtick in 2002. His campaign paraphernalia included coffee mugs bearing his picture that said "Have you seen this man?," and refrigerator magnets that read proclaimed "If Nothing Is What You Want." And he even handed out condoms with wrappers saying: "Nothing Never Felt So Good."
