10:40 P.M.: For the second time this year, Dallas voters have rejecteda proposal to strengthen the city's mayorship. Today's referendum would have made more modest changes than the proposal that was rejected earlier this year, but once again is failed to win voter approval.

Mayor Laura Miller, a supporter of a strong mayorship, may have sunk the referendum by clashing with her city council in recent weeks. She would have been better served if she had followed the example of Richmond, Virginia Mayor Doug Wilder: create a strong mayorship, THEN get elected mayor and ONLY THEN clash with the city council.
