That's what's happening in Kentucky, at a new academy located on the campus of Western Kentucky University. The Kentucky Academy of Math and Science was intended to be an innovative new learning center for students. The bill creating the academy (Kentucky doesn't allow charter schools) was sponsored by House Speaker Jody Richards, whose district includes Western Kentucky U.
The bill, however, died in the Senate. No bother! The state opened the school anyway, and the kids began attending classes there this fall -- technically, against the law.
