In January, Governor Arnold Schwarzenegger basically refused to give his State of the State Address during his State of the State Address: "It doesn't make any sense for me to talk here today and stand in front of you and talk about education or infrastructure or water or health care reform and all of those things, when we have this huge budget deficit."

Instead, the governor simply asked legislators to continue to work on a budget that will address a massive deficit. "The $42 billion deficit is a rock upon our chest and we cannot breathe until we get it off."

Six months later, that rock is still crushing California, who began issuing IOU's earlier this month.
