Modernizing America's Infrastructure

States, cities and counties face significant challenges to maintain and modernize our country's infrastructure, including overcoming near-constant funding shortages and regulatory barriers. Adding to their challenges is the fact that climate change is intensifying weather-related crises that strain aging roads, transit systems, water plants and more. At the same time, leaders must anticipate how new technologies will change how Americans live and plan infrastructure updates accordingly. In early 2018, the Governing Institute surveyed 146 employees of infrastructure-related state and local government agencies.
