Since 2013, individuals and small businesses have had the opportunity to shop for affordable, comprehensive and standardized health insurance plans from their state’s Health Insurance Marketplace. When the Affordable Care Act first mandated these exchanges, states had to navigate a complex landscape of policy and operational decisions, but marketplace operations and technology have matured significantly in the last several years. On Dec. 10 at 11am PST/2pm EST, Governing and WEX Health will present an informative webcast on how states can establish an effective State Based Marketplace or enhance what they already have in place. John is a decisive, business-minded senior technology leader with over 18 years of information technology management experience in the healthcare sector. John has provided program management for public and private client engagements focused on business critical IT programs related to healthcare (enrollment and eligibility, claims processing, and state-based Health Insurance Exchanges in Massachusetts, Vermont and Washington State). John has management expertise from healthcare-related online application development projects, long-term operations and maintenance programs, cloud infrastructure transitions efforts, system implementation and upgrade projects, and IV&V engagements. Prior to BerryDunn john was a director of eCommerce and infrastructure at Anthem BCSB, and a director of program management at Optum.


John Sweeney

Strategy and Market Development Director, IBM Watson Health

John J. Sweeney, Strategy and Market Development Director, IBM Watson Health, has been with IBM since 2011 providing subject matter expertise in the area of health insurance exchanges and the Affordable Care Act (ACA) as they relate to health and social programs. During his time with IBM, John has assisted in delivering eligibility and social program management solutions directed at solving health care reform problems to more than a half dozen states including 2 state-based health insurance exchanges in Minnesota and the District of Columbia. Prior to joining IBM, John worked as VP of Marketing for HealthEquity, Inc. building a consumer-directed healthcare financial administration solution around Health Savings Accounts (HSAs), FSAs and HRAs. During this time he assisted Dr. Stephen D. Neeleman with the 3rd and 4th editions of ‘The Complete HSA Guidebook’.


Chris Breining

VP of Sales – Public Sector / Government Programs, WEX

Chris is an experienced executive with a demonstrated history of consulting and sales in the Global Public Sector focused primarily on Health, Social and Human Services as well as the financial services industry developed during his career at Oracle, Cúram Software, and IBM Watson Health.

Chris led sales of many Integrated Eligibility and State-based Exchanges during the implementation of the Affordable Care Act. Chris was global sales leader for IBM Watson Health Care Manager leveraging his 20+ years of progressive experience in the government healthcare space. Chris brings expertise in government relations, Medicaid/Medicare/Exchange policy, MCO and ACO models, MITA, value-based purchasing, population health management, whole person-centered care, social determinants, care management and consumer engagement with the underserved and vulnerable populations to WEX Health.
