Clay has advised CMS administrators, state Medicaid Directors, health plan CEOs, technology COOs and a wide range of other clients in the healthcare industry.  His unique blend of management consulting, project management, policy making and analytics help deliver on-time, actionable results for a wide array of business challenges. His Weekly Medicaid Roundup is read and loved by more than 10,000 professionals in the Medicaid industry.
 
His experience includes policy making at both the federal (CMS) and state levels (State of Georgia), management consulting for large organizational change initiatives, big data solution sales and implementation and cutting-edge analytics. 
 
He currently leads key project components related to consultation design, Medicaid subject matter expertise and project management. He has a masters in Health Policy from the Johns Hopkins Bloomberg of School of Public Health and is also a Certified Internal Auditor.

Ryan Howells is a principal based out of the Washington, D.C. office. His work with clients is focused on health insurance market reforms, disruptive distribution channels that have occurred through the emergence of public and private exchanges, and how the implementation of technology can improve the triple aim of reducing costs, increasing quality, and improving outcomes.
Over his career, Ryan has worked in multiple consulting organizations helping national and regional health plans, state and federal government organizations, HIT companies, and delivery systems solve complex problems. Prior to joining Leavitt Partners, Ryan was a vice president and general manager at Connecture, Inc., an industry leader in both public and private exchanges. During his tenure, he managed a multi-million dollar P&L, oversaw 400% growth in less than three years, and was involved in Connecture’s IPO in late 2014. He previously spent eight years at iHealth Technologies (now Cotiviti Healthcare) overseeing the implementation of payment integrity and fraud, waste, and abuse solutions for CMS and carriers.
Ryan received his master’s in health administration from the University of Southern California where he was a Dean’s Merit Scholar and has a bachelor’s degree in English from Brigham Young University. He is a Project Management Professional (PMP).

Kathleen Dalton, Ph.D., worked both as a senior government decision-maker and trusted consultant in more than a dozen jurisdictions, and with countless provider and not-for-profit organizations. As a former Assistant Secretary to the Governor and Commissioner of Social Services, her insights and experience span all health and human service programs. She has also held key roles in Public Safety and Justice, Juvenile Justice, Mental Health and Addictions services organizations, leveraging her extensive experience with public policy, operations and technology to provide strategic direction and guidance on integration of essential services. Her current passion involves using integrated data to help government entities deliver services more efficiently and effectively. Dr. Dalton currently serves as a thought leader, consultant and subject matter expert for EDGE Government Solutions, LLC her NYS certified woman owned business.
