Julia Burrows is the former director of the Governing Institute, a think tank and affiliate of Governing that works to advance better state and local government. Prior to joining Governing, she was the president of Greenwise Joint Venture, established by Sacramento, Calif., Mayor Kevin Johnson to grow the region’s green economy, and was special adviser to the mayor. She previously served for 22 years with the city of Roseville, Calif., in various roles including deputy city manager and economic development director.
