On Day 1, Phil Murphy Toughens Gift Rules for Himself and Future New Jersey Governors

In a meeting with his Cabinet in Trenton, Murphy signed the 21-page order, which is accompanied by a "governor's code of conduct" placing limits on gifts and defining personal relationships.  

The order requires the governor to disclose gifts from anyone he's met since Jan. 16, 2015, three years before his inauguration. Anyone he met before then, Murphy said, would be considered a "pre-existing relationship." 

"Anybody we've met since then is going to be subject to complete disclosure above the threshold of whatever the gift levels are," Murphy said, adding that the order will match federal limits he followed as U.S. ambassador to Germany.
