But Circuit Judge Juan Colás declined to issue an injunction against the state, muddying the effect of his decision.

Even before Tuesday's ruling the case was headed to the state Supreme Court. The high court will likely hear arguments this fall.

Gov. Scott Walker and his fellow Republicans passed a law in 2011 all but eliminating collective bargaining for most public workers. A raft of lawsuits followed.
