Comparative Performance Measurement Program
Center for Performance Measurement (CPM), International City County Management Association (ICMA)
Created in 1997, the Center for Performance Measurement is a comparative performance measurement program within ICMA. CPM assists counties, cities and towns of all sizes with the collection, analysis and application of performance information. The center currently comprises more than 100 participating jurisdictions. "Managing America's Small Cities: People, Politics and Performance"
David H. Folz and P. Edward French (Rowman & Littlefield Publishers Inc., 2005)
This book describes demographic trends, structural features, executive behavior and service quality among small communities. The authors also examine the frequency with which small communities provide various services, the quality of services provided and how small city officials can diagnose problems with service quality and performance.

"Comparative Performance Measurement: FY 2004 Data Report"
This 10th annual report of the ICMA Center for Performance Measurement provides comparative data on police, fire, neighborhood, and support services for 87 cities and counties participating in the Center’s comparative performance measurement program. The report includes 220 tables and graphs of efficiency, input, output, and outcome measures, citizen survey data, mean and median values for jurisdictions of various population sizes, explanatory information, and time-trend data compared to prior years' results.

"Tennessee Municipal Benchmarking Project, FY 2005 Annual Report"
The Municipal Technical Advisory Service at the Institute for Public Service, University of Tennessee, issues an annual report to compare the relative cost, efficiency and effectiveness of a set of municipal services by using a collaborative approach with the participating cities, and to set standards and identify "best practices" in municipal government for use and comparison by all Tennessee cities.
