Job summary: The Office of the Governor is seeking a Statewide Policy Director to coordinate and oversee all significant policy initiatives for New York State Government. The Statewide Policy Director will coordinate policy staff within the executive chamber and state agencies to ensure that policy objectives are being met and initiatives are being implemented, as well as to identify and assess new initiatives for consideration. The Statewide Policy Director will:

• Advise the Governor and Executive Chamber Staff on all high level policy initiatives whether in legislation or otherwise.

• Propose new initiatives and reforms to be implemented across state government.

• Engage in dialogue with relevant advocacy groups and not-for-profit organizations to articulate the administration’s policy agenda and otherwise communicate and receive ideas and comments about proposed policy initiatives.

• Take the lead in crafting the State of the State message laying out policy objectives for the year.

• Negotiate legislation as appropriate. Minimum Qualifications:

• 10+ years experience engaged in policy research and programs involving multiple policy areas relevant to New York State such as civil rights, economic development, education, energy, environment, health, housing, human services, labor, public safety, transportation, and taxation.

• Specific public policy experience including analyzing, proposing or drafting legislation, regulations, and policy.

• Considerable knowledge of the principles and practices of program and policy planning, evaluation and development.

• Strong organizational skills and attention to detail; ability to manage complex projects successfully and efficiently.

• Ability to direct and implement research, planning and policy development projects.

• Project management and strategic planning experience.

• Ability to manage several projects simultaneously and under pressure of deadlines.

• Leadership and consensus-building skills.

• Excellent skills in oral and written communication.

• Demonstrated ability to think creatively and take initiative and be a self-starter.

Preferred Qualifications:

• Master’s Degree or Law Degree.

• Experience summarizing and analyzing data and explaining research findings and their implications.

• Innovative thinker with the ability to articulate policy formation.
