Job Description And Responsibilities:

The Public Health Director is charged with leading the operations of the public health system serving the health needs of the state of Georgia and providing leadership in the assessment, promotion, prevention, protection, and planning of the public health of Georgia's 9 million residents.

Georgia's public health system includes the State Divisional Office which houses the state's key public health programs i.e. Health Promotion & Disease Prevention, Epidemiology & State Laboratories, Environmental Health, Infectious Disease Control & Immunizations, Maternal & Child Health, and State Vital Records. The successful operation and management of the State Divisional Office is the responsibility of the Public Health Director.

In addition, the Public Health Director will also provide leadership and support to coordinate statewide public health efforts with the public health districts comprised of Georgia's 159 County Boards of Health.

Personnel Director - City of Redding, California

The scenic Northern California City of Redding (population 90,000) is located at the northern end of the Sacramento Valley, 150 miles north of Sacramento. Superintendent, Special Commitment Center -Washington State Department of Social and Health Services

The Washington State Department of Social and Health Services is searching for an accomplished and genuine leader who understands and embraces the responsibility and complexity of this extremely difficult mission.

The Special Commitment Center (SCC) located on McNeil Island is the program that administers Washington State's sexually violent predator's statute for the civil commitment of sex offenders. The program consists of approximately 285 residents and 450 employees and was established in 1990. The Superintendent will be a dynamic and resilient leader with an extensive administrative background in a complex institutional mental health system, and have experience with inpatient treatment programs for sexual or violent offenders. The most successful candidate will be an expert in staff development, handle union conflicts and negotiations, legal requirements, court proceedings, and possess a strong ability to build cohesive stakeholder relationships and credibility.

The Budget and Financial Accountability program within the U.S. Department of the Treasury's Office of Technical Assistance is competitively recruiting individuals to serve as resident (long-term) advisors in the areas of budgeting and financial management. Advisors provide support primarily to ministry of finance officials in developing countries. In certain countries, Advisors may provide support to ministry of health and related public health organizations and institutions officials. Advisors are hired under personal services contracts or through the Intergovernmental Personnel Act Mobility Program, which provides for the temporary assignment of personnel between federal, state and local governments and other eligible organizations www.opm.gov/PROGRAM/IPA/. This recruitment is for assignments globally and significant international travel is required.

Responsibilities and Duties:

  • Provide technical advice on accounting and treasury related issues to policy and working counterparts.
  • Design accounting and treasury organizations including designing staffing complements and job descriptions.
  • Draft and implement new accounting laws, regulations, standards and manuals applicable to accounting policies and procedures.
  • Design and implement budget execution and control business processes for both manual and automated systems with strong internal controls, such as: monitoring revenues and expenditures against budget, recording non-tax revenues, executing payroll and vendor payments; payroll operations; appropriation control including recording of encumbrances and commitments and monthly / quarterly allotments.
  • Develop business requirements for financial management systems.
  • Develop and implement budget and accounting transaction classifications (chart of accounts) which comply with cash and accrual basis, international accounting standards, GFS 2001 and internal management reporting requirements.
  • Organize and perform on-the-job and classroom training in accounting related areas.
  • Design financial and management reports for improved communication of financial information.
  • Assist in the transition to compliance with International Public Sector Accounting Standards.

Qualifications:

  • BA in accounting or finance required with Masters in public finance or related field preferred
  • CPA certification
  • 5+ years in a financial leadership position such as controller or financial director in state or mid-sized local government with experience in health systems and developing countries viewed positively
  • Strong knowledge of and experience with internal controls, businesses processes, financial management systems, financial reporting, chart of accounts
  • Proficient in use of personal computers and MS Office Products and general office equipment
  • Self-starter with ability to work independently
  • Exceptional analytical and problem solving abilities
  • Ability to motivate the client and build consensus
  • Ability to be flexible by changing focus and approaches based on needs of the client
  • Strong communication and leadership skills
  • Knowledge of international standards and best practices is desirable
  • Proficiency in French, Spanish or other languages is highly desirable

SALARY AND BENEFITS: Salary will be negotiated in accordance with program regulations based on demonstrated salary history. Expected compensation currently ranges from $120,830 to $162,900.
