Agencies continue to have a growing concern and challenge around improper payments especially in light of the aggressive goal to reduce government-wide improper payments by $50 billion by fiscal year 2012. When combined with program integrity guidelines, streamlining operations, maintaining quality service, and meeting the needs of citizens, these aggressive cuts comprise a big balancing act for government executives. At the front-end of benefit administration, verifying and authenticating identity is the first priority. By implementing strong identity proofing practices at user enrollment whether it is in person and/or online, government agencies can quickly verify recipients' identities, confirm eligibility and reduce improper payments and fraud.
