Tiffany Blair is the Director of State and Local Government solutions for Pegasystems’ Public Sector business line, where she is responsible for the formation of Pegasystems’ industry strategy in the Health and Human Services sector. Tiffany has 17+ years of government experience with core expertise in HHS-focused systems for Eligibility and Child Welfare, having worked from each perspective of a technology transformation – a government analyst, product vendor, and system integrator. Prior to Pegasystems, Tiffany worked with major technology firms, including Oracle and IBM, as well as served as a Medicaid policy analyst for New York State. Tiffany holds a BA in Political Science and Policy Studies and an MPA from the Syracuse University Maxwell School of Citizenship and Public Affairs.

Galen Bock serves as the National Practice Lead for Child Welfare for CGI. In this role, he is responsible for market strategy and capture of Child Welfare projects throughout the United States. He also assists with national strategy and opportunity capture for other HHS domains including Medicaid/MMIS. Galen has over 30 years of experience in the Information Technology industry, with experience in both the public and private sectors, in managing large system integration and business process outsourcing projects.

Kathleen Dalton, Ph.D., worked both as a senior government decision-maker and trusted consultant in more than a dozen jurisdictions, and with countless provider and not-for-profit organizations. As a former Assistant Secretary to the Governor and Commissioner of Social Services, her insights and experience span all health and human service programs. She has also held key roles in Public Safety and Justice, Juvenile Justice, Mental Health and Addictions services organizations, leveraging her extensive experience with public policy, operations and technology to provide strategic direction and guidance on integration of essential services. Her current passion involves using integrated data to help government entities deliver services more efficiently and effectively. Dr. Dalton currently serves as a thought leader, consultant and subject matter expert for EDGE Government Solutions, LLC her NYS certified woman owned business.
