Julia Burrows is the director of the Governing Institute, a think tank and affiliate of Governing magazine, working to advance better state and local government. Prior to joining Governing, Julia was the President of Greenwise Joint Venture, established by Sacramento Mayor Kevin Johnson to grow the region’s green economy and was special advisor to the Mayor. She previously served 22 years with the City of Roseville, CA in various roles including Deputy City Manager and Economic Development Director.

Caroline Cournoyer is Governing’s Senior Web Editor, tasked with overseeing its elections and ballot measure coverage. She has been with Governing for seven years. Before that, she worked for Roll Call’s legislative wire service CongressNow, Education Week Teacher and WTOP Radio.

Zach joined Governing as a staff writer in 2004. He received the 2011 Jesse H. Neal Award for Outstanding Journalism for his Governing story on economic cutbacks in Colorado Springs. He has served as an editor since 2010, and as Executive Editor since 2012.
