An aging workforce and a growing pool of retirees means that state and local jurisdictions have to grapple with escalating health care expenses as part of OPEB. Combined with GASB accounting changes pushing for greater transparency in reporting, this will put added pressure on governments to prefund their OPEB obligations: not only to ensure fiscal stability and future viability of plan offerings but also to maintain the benefits value for retirees. Good retirement benefits are a vital asset to help governments recruit and retain a qualified workforce.
Addressing these challenges will require a sustained commitment by a variety of stakeholders.
