Executive Director of the Office of Human Resources, City and County of Denver
Karen Niparko is the Executive Director of the Office of Human Resources for the City and County of Denver. In this role, she oversees all aspects of the city’s human capital strategy, including talent branding, recruitment, retention, rewards, learning and development.
With Niparko’s leadership, Denver has made a long-term commitment to measuring and improving employee engagement. Niparko and Mayor Michael Hancock understand that the ability to deliver consistently high-quality service depends on having a talented and engaged workforce.
To this end, the city has conducted employee engagement surveys of its more than 11,000 employees every other year since 2008, and most recently in 2017. Most importantly, Niparko and the HR staff work with city and county departments to translate the results from the survey into action plans to improve the workplace. In 2017, Denver achieved a 68 percent participation rate in the employee survey and exceeded national government engagement benchmarks.
Niparko has an MBA from the University of Colorado Leeds School of Business, a BA from the University of Michigan, and has completed C-level executive programs at the Harvard Kennedy School of Government.
