The Des Moines school district is thinking about setting up a foundation that would be a vehicle for raising money for classroom projects and programs. I had never heard of such a thing, but apparently 150 districts in Iowa already have foundations.

Just what schools need -- more bureaucracy.

There's already a National School Foundation Association.

Jokes aside, there's no question such foundations are good at attracting money. The Des Moines district has already earmarked $6,000 for the purpose of studying whether a foundation would be a good idea.
