That's what Fran Pavley said when I called her for reaction to the Supreme Court's decision Monday on greenhouse gases. Pavley sponsored California's legislation in 2002 to regulate greenhouse gas emissions from cars.
It's been copied by 10 other states, but implementation has been held up by the federal EPA and lawsuits. The court decision should clear the way for the California law and its imitators to take effect, although that's not certain yet.
