It's hard to know what's more heartening -- the fact that "broken windows" policing seems to be working in Lowell, M.A. or the fact that the Lowell Police Department actually did a randomized experiment to try it out.
Wouldn't it be wonderful if state and local government starting trying designing programs so that researchers could figure out what works?
