Bowling Green, Kentucky, residents will go to the polls tomorrow to pick a new state senator to replace Brett Guthrie, who's been elected to Congress. Well, some of them will. Local officials are expecting the usual meagre special election turnout to be further depressed by the fact much of the area is still lacking power after the recent ice storms.
