Mitch Daniels Follows the Riley Rule
Indiana Gov. Mitch Daniels, who is up for reelection this year, signed a major property tax cut on Wednesday. In doing so, he was abiding by the "Riley Rule" (after Alabama Gov. Bob Riley): Propose tax increases early in your term and tax cuts late.
