Hawaii has become the fourth state to join the interstate compact to replace the Electoral College with a national popular vote system. The plan now has the support of states representing 50 of the 270 electoral votes it needs to go into effect. Next up: Vermont, where Gov. Jim Douglas is deciding whether to sign or veto the compact bill.
