A Gas Tax Increase in Idaho?




I did a double take this morning: Butch Otter, Idaho's Republican governor, is proposing a gas tax increase. He's facing resistance in the legislature, from Republicans and Democrats.

What does it say about the changing politics of the gas tax that Otter, who I typically think of as an anti-tax, libertarian-minded governor, is proposing an increase? And, does this create an opening for an opponent of Otter, be it a Democrat or a Republican, in 2010?
