West Virginia Gov. Joe Manchin, who is up for reelection this year, is in the midst of a mid-sized scandal. The President of West Virginia University has resigned, after the school improperly awarded a master's degree to the governor's daughter.
This probably won't be enough to make Manchin vulnerable, however. Manchin, a Democrat, currently holds a nearly 350-to-1 fundraising edge over his Republican opponent, former state senator Russ Weeks.
The "Web site rule" also is working against Weeks. The rule: If you don't have a campaign Web site, you're definitely going to lose. If your Web site looks like it dates from the 1990s, you're almost certainly going to lose.
