William H. "Bill" Leighty is a Governing Institute senior fellow. Honored as a Governing Public Official of the Year in 2007, he served as chief of staff to Virginia Govs. Mark Warner and Tim Kaine and for seven years was director of the Virginia Retirement System, where he led the agency to three consecutive U.S. Senate Productivity Awards. He now teaches public administration at the Virginia Tech Center for Public Administration and Policy.

Upon retirement from Virginia's state government, Leighty joined DecideSmart LLC, a consulting firm. In April 2008, he served as senior adviser to the Scottish Executive advising the government on how to design and implement Scotland Performs, a national performance-management system. That July, he conducted a performance review of the $52 billion United Nations Joint Staff Pension Fund. In September 2009, at the invitation of the secretary of defense, he participated in a Joint Civilian Orientation Conference, observing U.S. military activities in Greece, Spain, England and Germany. In 2011, at the request of the National Governors Association, he led a five-person delegation to Nigeria to conduct a seminar for that nation's newly elected governors.

Leighty joined state government after serving in the Marine Corps. He graduated from Mary Washington College in 1978 and holds an MBA from Virginia Commonwealth University.
