Joshua Starr is the CEO of PDK International, a professional association for educators. He most recently was superintendent of the 154,000-student Montgomery County, Md., public schools in suburban Washington, D.C.
Starr began his career as a teacher in Brooklyn working with adolescents with severe emotional disabilities, later serving as director of accountability for the New York City public schools and as superintendent of the Stamford, Conn., public schools. He holds a doctoral degree in administration and social policy from the Harvard Graduate School of Education.
