John P. Campbell

Governing Institute Senior Fellow

John Campbell has over 40 years of experience in corrections operations and facilities in the state of California, Central America, and South America. Mr. Campbell began his career as a correctional officer in California. He has held line, supervisor and management level positions in both field and headquarters assignments.  Mr. Campbell was a key manager in California’s prison design, construction and expansion when the system grew by 22 adult institutions, adding over 57,000 new beds servicing every security level and correctional mission. 

In addition to his hands-on experience, Mr. Campbell has worked as an adjunct professor at the University of Maryland. He has been a guest lecturer at the Universidad de Chile and Duoc Universidad de Chile on topics including prison classification, integrating prison design & operations, and balancing reintegration with security. Mr. Campbell has been utilized as an expert for the National Institute of Corrections teaching courses on prison design and staff management as well as conducting security and operational audits of county jail facilities throughout the United States for Homeland Security.

Mr. Campbell has been involved in the planning and construction of more than 50 health care and mental health facilities. He is skilled in facility assessments, classification, master plan development, design and construction management, personnel and budget management, contract management and physical plant maintenance, as well as the development and integration of new technologies into today’s correctional environments.
