Gloria Gong is the director of research and innovation at the Harvard Kennedy School's Government Performance Lab, where she leads the GPL's efforts to share the knowledge and tools developed through the Lab’s work with state and local governments. She also heads GPL's research and development of new approaches to solving difficult social challenges and has managed its early childhood, child welfare and environmental projects in Baltimore, Connecticut, Memphis and Washington, D.C.

Before joining the Government Performance Lab, Gong served as the lead evaluator for the Connecticut Judicial Branch on its evaluation of its mortgage foreclosure mediation program and worked on the Massachusetts Department of Early Education and Care's early education initiatives. She also worked in Beijing, China, at the Yale China Law Center on rule of law projects. She holds a bachelor's degree from Brigham Young University and a law degree from Yale Law School.

The funding approach has a lot of potential for taking the first steps toward overhauling pretrial detention.
