Donald J. Boyd has over 30 years of experience in analyzing state and local fiscal issues. Most recently, as co-executive director of the State Budget Crisis Task Force (assembled by former New York Lieutenant Governor Richard Ravitch and former Federal Reserve Board chairman Paul Volcker), he has been conducting a deep examination of fiscal crises in the states. Don is also a senior fellow at the Rockefeller Institute of Government. Formerly, Don was the deputy director of the Institute and director of its fiscal studies.
Other past positions include director of the economic and revenue staff for New York State’s budget office; and director of the tax staff for the New York State Assembly Ways and Means Committee. Don holds a Ph.D. in Managerial Economics from Rensselaer Polytechnic Institute.
